摘要:

进一步完善党的代表大会制度,大力推进党代会常任制和党代表任期制势在必行,迫在眉睫。要改变党代会和党代表"一次性"发挥功能和作用的状况,使其在任期内始终发挥作用。党代会实行常任制后,平时的工作重点应转向执政党自身的建设。要合理规定实行常任制后各级党代会召开的次数。党代表实行任期制后,应积极参与党内事务的决策、重要干部推荐和民主评议工作,充分反映党员的意见和建议、监督党委和党员干部的工作。为此,需要建立健全党代表列席党委有关会议的制度,普遍建立党代表联络室。

Abstract:

It is imperative and urgent to further perfect the system of Party Congress, devote great efforts to the advancement of the permanent system of the Party Congress and the tenure system of Party Representatives. We should change the condition which the Party Congress and Party Representa- tives play a role during their term ＂with a disposable way＂. After the Party Congress exercises the permanent system, its daily key emphasis in work should turn to the construction of the ruling party itself,the number of times of all levels of Party Congress held should reasonably be set. After Party lepresentatives exercise the tenure system they should actively participate in inner - party decisions, the recommendation of important cadres and democratic evaluation work, fully reflect Party member＇ s comments and suggestions, and supervise the work of party committees and party member cadres. So the system which Party Representatives attend related conferences of Party committee as a non - voting delegate should be established perfectly, and the liaison offices of Party Representatives should be universally established.
