党的十八大报告第一次明确提出,要"提高基层人大代表特别是一线工人、农民、知识分子代表比例,降低党政领导干部代表比例";要支持人大及其常委会"依法行使立法、监督、决定、任免等职权";要支持人大及其常委会依法行使监督权,"加强对‘一府两院’的监督,加强对政府全口径预决算的审查和监督";要"健全国家权力机关组织制度,优化常委会、专委会组成人员知识和年龄结构,提高专职委员比例,增强依法履职能力"。要贯彻落实党的十八大报告精神,就要正确地认识和处理党、人民和人大的相互关系。要努力实现人大及其常委会选举、任免干部与"党管干部"原则的相互协调、相互制约。要努力实现人大及其常委会监督检查干部与纪检监察部门工作...

Abstract:

The report of the Eighteenth National People's Congress of CPC has proposed explicitly for the first time to increase the ratio of delegates from front-line workers,farmers and intellectuals,but decrease the ratio of delegates from cadres,support the NPC and its Standing Committee to perform rights of legislation,supervision,decision,appointment,removal,etc.according to law,and strengthen the supervision of the People's Government,the People's Court,the People's Procuratorate,and examination and supervision of full aperture budget and final settlement of the government,perfecting the organizational systems of state power institutions,optimizing the knowledge and age structure of the Standing Committee and the Special Committee of the NPC,increasing the ratio of full-time members,and enhancing the ability to perform their duties according to law.To carry out the spirit of the report of the Eighteenth National People's Congress of CPC,the relationship between CPC,the people,and the NPC should be understood and handled properly.To try to coordinate the election of the NPC and its standing committee,and the appointment and removal of carders,with “Principle of the Party Supervising Cadre”,give full play to the role of full-time committee member's,the relevant systems and work environments,and selection and withdrawal mechanisms should be established and further perfected.
