摘要:
"包容性发展"应深化与拓展为一种综合性的发展概念性分析框架,它至少是与"科学发展"和"可持续发展"相并列的同一序列,都是对传统意义上的工业现代化/城市化发展理念与模式的一种主动矫正。而且严格说来,"包容性发展"和"可持续发展"要比"科学发展"有着更为鲜明、先进的主题性指向或概括。"包容性发展"强调的是国内外社会系统在发展整体中的地位考量,"可持续发展"强调的是生态系统在发展整体中的地位考量,而"科学发展"强调的仍是经济发展甚至经济增长在发展整体中的中心地位。中国的经济社会现代化进程正在将我们日益推向更加关注发展的包容性与可持续性的新阶段。
Abstract:
“Inclusive development” suddenly became a hot phrase and attracts more and more attention of academic circles at home and abroad and mass media around 2011.What is also noteworthy is the subsequent rapid cooling of its research.It has every reason to further deepen and expand the research on “Inclusive development”,so as to form a comprehensive conceptual analysis framework.It is at least the same sequence in parallel with the “scientific development” and “sustainable development”; all is an active correction to industry modernization/urbanized development idea and pattern in the traditional sense.But strictly speaking,“inclusive development” and “sustainable development” have more distinctive,advanced thematic direction and generality than “scientific development”.The “inclusive development” emphasizes the status of domestic and foreign social system in the development as a whole,while the “sustainable development” emphasizes the status of ecosystem development as a whole.But the “scientific development” emphasizes the central position of economic development,even economic growth,in the economy development as a whole.Beyond all doubt,China's economic and social modernization process is increasingly pushing us to the new stage when more attention is paid to the inclusion and sustainability of the development.And the report of the Eighteenth National People's Congress of CPC clearly demonstrates this by more comprehensive or “green” explanation of scientific development.
