摘要:
义务教育学校人事制度改革的成效就其进展而言,主要体现在:进人机制上,全省统一公开招聘成为主要的教师录用形式;用人机制上,基本实现中小学干部和教职员工的全员岗位聘任;考核机制上,绩效工资制相比省内其它县市较早较好得到落实。就其问题而言,主要表现在:进人机制上,教师编制核算与省级统一招聘存在一定困难和问题;用人机制上,教师岗位任用、城乡交流、职称聘任等方面存在困难与问题;考核机制上,绩效工资与工作绩效相关度不高且绩效考核缺乏可操作办法。针对这些困难与问题,课题组从不同层面和不同维度上给出若干意见和建议。
Abstract:
To deeply grasp the progresses and current situation of the reform of personnel system in compulsory education schools,the research group gets into a county-level city to carry out on-the-spot investigation.The group not only sees the effect of the reform of personnel system of compulsory education schools in the city,but also finds a number of typical problems.The progresses are seen mainly in the following aspects.Firstly,in the recruitment mechanism,the unified public recruitment has become the main form of the teachers' employment.Secondly,in the arrangement mechanism,the city has basically achieved the full post appointment of cadre and teaching and administrative staff in the elementary and middle schools.Thirdly,in the assessment mechanism,the performance wage system has been carried out earlier and better than other cities and counties.The problems are seen mainly in the following aspects.Firstly,in the recruitment mechanism,there are still some difficulties and problems in the counting of teachers' formation and provincial unified recruitment.Secondly,in the arrangement mechanism,problems and difficulties still exist in such aspects as teachers' post appointments,communication between urban and rural areas,title appointments,etc.Thirdly,in the assessment mechanism,performance pay and job performance related to low degree and performance assessment lacks an operational approach.To solve these difficulties and problems,the research group gives some opinions and suggestions from different levels and dimensions.
