文章采用问卷法和访谈法,以2012年11月在国家教育行政学院学习的第2期全国学前教育管理者高级研修班学员为调研对象,对"国十条"颁布两年来我国学前教育发展的状况进行了调研。调研结果表明:经费投入和师资问题仍然是困扰学前教育发展的突出问题。具体表现为:经费投入与学前教育快速发展需要的矛盾、学前教育发展目标与工作基础薄弱之间的矛盾、经费支出结构、教师编制不足、民办幼儿园教师流动性大、幼儿教师持证上岗要求难以如期实现等问题。针对上述问题,结合调研对象提出的意见,提出政策性建议。
Abstract:
This paper is an investigation on the current conditions of the development of Chinese pre-school since China promulgated ten policies about pre-school education in 2011,using questionnaires and interviews and taking students of the 2nd national advanced seminar of pre-school education administrators as the research objects.Survey results show that the funding and the teachers are still outstanding problems plaguing the development of pre-school education.The concrete manifestations are as following:contradiction between funding and fast development of preschool education,contradiction between pre-school education development goals and weak work foundation,and structure of financial expenditure,inadequate preparation of teachers,and private kindergarten teachers' mobility,are difficult to meet the requirement which all of the kindergarten teachers have certificates,etc.In response to these problems,combined with views put forward by research object,the paper makes policy recommendations.
