摘要:
地方政府管理创新能力已经成为我国政府及学术界关注热点。本文基于国内外有关政府管理创新能力研究文献,根据省级地方政府管理创新能力内涵及要求构建了一套测度指标体系,采用综合指数法测度分析了2012年我国31个省级地方政府管理创新能力,提出了加强服务型政府建设等提高省级地方政府管理创新能力的建议。
Abstract:
Management innovation ability of local governments is becoming a focus in China's academic circles. Based on the study of governmental management innovation ability at home and abroad,its connotation and request,the paper builds a set of index system; using the comprehensive index method analyzes and measures the innovation ability of 31 provincial governments in China. And some suggestions for improving the ability of provincial governments,including the construction of service-oriented governments,are put forward.
