摘要:
抗战时期,国民政府为恢复农村经济,缓解农村金融枯竭,实施农贷政策。在调整农业金融、恢复农业生产与促进受贷地区农业增产增收等方面取得一定成效。但是没有能从根本上挽救抗战时期出现的农村经济危机,导致农贷效果与农贷宗旨呈现一定程度的分离。此间,大量货币伪造案件的产生恰当地诠释货币伪造行为是产生于农贷制度与其现实社会运行环境之孽生物,反映农贷制度与国民政府的金融政策及战争等因素之间的复杂关系。
Abstract:
During the period of anti - Japanese war,the national government implemented the agri-cultural credit system to restore agricultural production and alleviate the rural financial exhaustion. Certain efficiencies had been made in such aspects as the adjustment of agricultural finance,restoring agricultural production and increasing both production and income of the credit regions. But the rural economy crisis in the period of anti - Japanese war could not fundamentally be saved,and resulted in a certain degree of separation between the effect of agricultural credit and agricultural loan purpose. A large amount of counterfeiting cases appropriately interpreted that the counterfeiting behavior was generated by the evil creatures of the agricultural credit system and its social environment,and re-flected the complicated relationship between factors such as the agricultural credit system,the nation-al government’s financial policy,the war,etc.
