摘要:
在处理权力之间关系的问题上,西方分权理论经历了从古代、中世纪的“调和”理论到现代的“制衡”理论的发展过程。古代希腊柏拉图、亚里士多德的调和理论经过波利比、博林布鲁克等人的发展,逐渐发展为以英国的洛克、法国的孟德斯鸠和美国的联邦党人为代表的制衡理论。从权力调和到权力制衡的政体理论不断发展,体现了西方社会从阶级分权到机构分权的这一历史过程的内在逻辑。
Abstract:
In dealing with the relation of powers,the western theory of decentralization developed from the reconciling theory in the ancient and medieval times to the balance theory in the modern times.The reconciling theory proposed by Plato and Aristotle is developed to the balance theory represented by an Englishman Locke,a Frenchman Montesquieu,the federalists in the United States,etc.,via Polybius,Bolingbroke,etc.The development from the reconciling theory to the balance theory reflects the inner logic of the historical procedure from the class separation to institutional decentralization in Wsetern society.
