摘要:
作为地方政府重要组成部分的地级市,定量分析其政府效率及特征,有利于从整体上提高我国地方政府效率水平。本文在梳理国内外有关地级市政府效率研究文献基础上,建立由政府公共服务、政府规模、居民经济福利、政务公开等测度因素及37个指标组成的指标体系,运用公开数据及标准离差法定量分析2016年我国地级市政府效率及特征。研究结果表明,地级市政府效率具有三个特征:第一,东、中、西、东北等区域之间政府效率差异明显。从高到低排列,我国地级市政府效率呈现东部-西部-东北-中部的分布趋势; 第二,西部及东北地区的个别地级市政府效
Abstract:
Prefecture city as an important part of the local government,the writer uses the quantitative analysis to analyze the efficiency and its characteristics,which much helps to improve the efficiency of Chinese local government on the overall level.On the basis of combing the relevant literature and experiences at home and abroad,this paper tries to set up the indicator system,which consists of such measure factors as public service,government scale,the economic welfare of citizens,the transparency of government,etc.and 37measurement index.This essay uses the nearest public data and quantitative analysis method of standard deviation to analyze all prefecture city government’s efficiency and its characteristics in 2016.This results show that the prefecture city government’s efficiency has three characteristics:firstly,there is significant differences in government’s efficiency between some cities in eastern,middle,western and northeastern areas in China.As far as the rank order from high efficiency to low efficiency concerned,the prefecture city government’s efficiency presents the distribution trend:the east area-the west area-the northeast area-the middle area; secondly,in the western and northeastern area,individual city government’s efficiency level is very high,not only higher than other cities in this area,but also higher than most of the eastern places; thirdiy,the prefecture city government’s efficiency level and the degree of the regional economic and social development have a certain positive correlation.Accordingly,we should promote the government’s efficiency from three aspects:actively learning from the effective practice in the higher efficiency areas such as the east area,etc.,giving a full play to the model effect of higher government’s efficiency level,and attaching importance to accelerating the development of the regional economy.
