摘要:
建立党委领导下的学术委员会制度,是新时代坚持党对学术领导的一种具体体现,能够彰显中国特色社会主义制度的优势,维护高校学术自由,保证学术的正确方向,有助于现存问题的解决和学术委员会职权的行使,并具有充分的法理依据。贯彻落实党委领导下的学术委员会制度,不仅需要处理好党委领导与学术委员会独立行使职权的关系,“校长治校”和“教授治学”的关系,学术委员会与其分支机构的关系,还需要完善《高等学校学术委员会规程》的组成规则、职权规则和运行规则。
Abstract:
Establishing the system of academic committee under the leadership of the Party committee is a concrete embodiment of adhering to the Party's academic leadership in the new era.It shows the advantages of the socialist system with Chinese characteristics,protects the academic freedom in universities,ensures the correctness of academic direction,and is helpful to solve the existing problems and exercise the functions and powers of the committee with sufficient legal basis.Implementing the system under the leadership of the Party committee not only need to deal with the relationship between the Party committee leaders and the academic committee by exercising their functions independently,the relationship between “the president governs the university” and “professors manage the academic researches”,and the relationship between the academic council and its branches,but also need to perfect the rules of composition,authority and operation of The Regulations of Academic Committee of Higher Educational Institutions.
