摘要:
党的十九届四中全会首次提出“健全人民文化权益保障制度”,相较之前“保障人民的基本文化权益”的工作部署,此次对人民文化权益的保障在内容上由“基本文化权益”扩展至“文化权益”,在力度上作出了“系统性”和“全局性”的制度安排,体现出“保障内容”和“保障力度”的“双重发展”。因此,在明晰“双重发展”具体意涵的基础上,从实践维度分析我国文化权益保障工作中的三大问题以明确实现“双重发展”所面临的挑战,并从马克思主义文化理论维度剖析当前文化权益保障体制机制中的三大短板以把握“双重发展”的实现方向,就成为新时代健全人民文化权益保障制度的基本逻辑。
Abstract:
“The system of improving the people’s cultural rights and interests protection” was first proposed at the Fourth Plenary Session of the Nineteenth CPC Central Committee.Compared with the previous work plan of “protecting people’s basic cultural rights and interests”,the protection of people’s cultural rights and interests has now been expanded from “basic cultural rights and interests” to “cultural rights and interests” in content.Accordingly,based on the specific sense of “dual development”,analyzing the three major contradictions in the protection of cultural rights and interests in China from a practical perspective to clarify the challenges faced in the realization of “dual development”,and analyzing the three shortcomings in the current system and mechanism of the protection of cultural rights and interests from the perspective of Marxist cultural theory,so as to grasp the direction of “dual development”,have become the basic logic to improve the protection system of people’s cultural rights and interests in the new era.
