摘要:
因为网络舆情生成发展的内在机理、传播规律均不同于社会舆情,因而当前存在的粗放式规制、运动式规制、马后炮式规制等均不能承担网络舆情的伦理建构。网络舆情伦理建构的关键步骤是:(一)用“本质先于存在”的原则代替“存在先于本质”的原则;(二)以技术实在论的伦理观作为网络舆情的伦理支撑;(三)采取补偿性为主,替代性为辅的责任追究方式。
Abstract:
Because the internal mechanism and the propagation law of the formation and development of network public opinion are different from the social public opinion,therefore,the existing extensive planning,sports regulation,hindsight regulation,etc.,can not afford the ethical construction of network public opinion.The key steps of the ethical construction of network public opinion are:firstly,substituting the principle of “existence precedes essence” with the principle of “essence precedes existence”; secondly,taking the ethical view of technical realism as the ethical support of the network public opinion; thirdly,adopting the responsibility investigation way:the compensation is main,the substitution is auxiliary.
