摘要:
美国利用在国际格局中的话语霸权和行为霸权,单方主导处置本由盟国协同共同处置的琉球主权。为保障长期单独战略控制冲绳,美国通过托管的方式获得了殖民统治冲绳的身份的“合法性”,通过结盟方式获得在冲绳实施军事行为的“合法性”。冲绳驻军基地作为美国长期单独战略控制冲绳的重要载体,也因此获得了双重“合法性”。无论是美国依据《对日和平条约》实施的托管方式,还是依此创设的琉球“剩余主权”都是非法的。而美国借助琉球“剩余主权”之由,以结盟方式实施军事行为的“合法性”自然是无本之木。所谓的冲绳驻军基地的“合法性”,是美国为满足一己私利而杜撰出的“合法性”。从国际准则的正义上讲,琉球主权依然处在一个“待定”状态。美国冲绳驻军基地的“合法性”不过是一种话语霸权和行为霸权的结果。
Abstract:
The United States uses its own discourse hegemony and behavioral hegemony in the international configuration to unilaterally dominate the disposal of Ryukyu sovereignty,which should have been handled by the Allies in concert.In order to guarantee the long-term separate strategic control of Okinawa,the United States through trusteeship to obtain the colonial status of Okinawa “legitimacy”,and through the alliance to obtain the “legitimacy” of military acts in Okinawa.As an important carrier for the long-term independent strategic control of Okinawa by the United States,the Okinawa Garrison Base has thus acquired dual “legitimacy”.Whether the managed way which the United States implements according to Treaty of Peace with Japan,or Ryukyu “Residual Sovereignty” created in accordance with this is illegal.The “legitimacy” of the United States to carry out military acts by alliance is naturally unjustified by using the reasons of Ryukyu's “residual sovereignty”.The so-called “legitimacy” of the Okinawa Garrison is the “legitimacy” that the United States has created to satisfy its own interest.In terms of justice of international norms,Ryukyu sovereignty is still in a “pending” state.The “legitimacy” of the U.S.military base in Okinawa is the result of discourse hegemony and behavioral hegemony.
