摘要:: 全面深化改革,需要有力的组织保证。为此,干部选拔任用工作的权力划分需要进一步合理化、科学化,要强化党委、分管领导和组织部门在干部选拔任用中的权重,进一步规范"一把手"的权力。要区分实施选任制和委任制干部选拔方式,本着民主、公平、公正的原则,进一步改革和完善干部的选任制和委任制,并把这两种形式有机结合起来。要改革和完善干部考核评价制度,纠正唯票取人、唯分取人和唯GDP取人的现象。要打破干部部门化,拓宽选人视野和渠道,加强干部跨条块跨领域交流,正确处理干部交流与本部门干部的选拔任用的关系,适度控制"空降"干部的规模,妥善处理"空降"的方式方法,以及干部的"空降"与正常选举的关系,防止干部交流和"空...

Abstract:: Comprehensively deepening reform requires strong organizational guarantee.Accordingly,the separation of power to select and appoint cadres needs to be further rationalized and scientized.We should strengthen the weight of Party committees,leaders and organization sectors in selecting and appointing cadres,further standardizing the authority of “number one”.And the system of selecting and appointing cadres should be differentiated,in line with the principles of democracy,fairness,justice,further reforming and improving the system of selecting and appointing cadres.Combining these two forms organically to reform and improve the system of cadre evaluation,so as to rectify the phenomena of selecting cadres by means of votes,exam scores and GDP.The departmentalization of cadres must be destroyed,so as to broaden the horizons and channels of selecting cadres to strengthen cadres' interdepartmental and interdisciplinary exchange,correctly handle the relationship between cadre exchange and selecting and appointing cadres in this sector,appropriately control the size of cadres of “airborne”,properly handle the relationship between the way of cadres of “airborne” and Normal election,and prevent the unhealthy tendency in cadre exchange and “airborne”.
