摘要:
复杂网络所反映的小世界、无标度及虚实两相性为新时代公民责任伦理的发展提供了契机也带来了巨大的挑战。公民责任体现出责任关系复杂化、责任主体多元化、责任组织网络化和责任内容的虚实两相性等新的特征。新的责任失范风险表现为技术责任代替道德责任所导致的责任替代、新旧责任伦理的差异与矛盾所产生的责任冲突、复杂网络行为之现代性反思中的责任漂移以及集体行动困境中道德冷漠与道德盲视所产生的责任分散。针对责任失范风险,通过干预促使技术责任与道德责任的自洽、通过融合增强道德责任与法律责任的深度勾连、通过提高觉解形成复杂网络中责任的理性认知、通过树立为他责任意识强化责任行为的担当,从而有效提升复杂网络中公民责任失范风险的防控能力。
Abstract:
The small world,scale-free and virtual reality reflected in the complex network,provide opportunities for the development of civic responsibility ethics in the new era,but also bring great challenges.The new characteristics of civic responsibility include the complexity of responsibility relationship,the diversity of responsibility subjects,the network of responsibility organizations,the dual nature of responsibility contents,etc.The new risk of responsibility anomie is represented by the substitution of responsibility caused by technical responsibility for moral responsibility,the conflict of responsibility caused by the difference and contradiction between old and new responsibility ethics,the drift of responsibility in the modern reflection of complex network behavior,and the dispersion of responsibility caused by moral apathy and moral blindness in the dilemma of collective action.In view of the risk of responsibility anomie,self-consistency between technical responsibility and moral responsibility should be promoted through intervention,the deep connection between moral responsibility and legal responsibility should be strengthened through integration,the rational cognition of responsibility in a complex network should be formed by improving awareness,the responsibility of the behavior should be strengthened by establishing responsibility consciousness for others,only in this way can we effectively improve the prevention and control ability of the risk of civic responsibility anomie in the complex network.
