摘要:
戈尔巴乔夫的苏维埃体制改革,在极短的时间内经历了从最高苏维埃体制转向人民代表大会制度,进而引进总统制,再转而实行总统内阁制的复杂嬗变。在这一过程中,戈尔巴乔夫逐渐由完善苏维埃体制走上了废弃苏维埃体制的不归路。政治体制改革时机选择失当,改革苏维埃体制态度轻率,蔑视宪法和法律,搞垮苏共,全面认同西方议会民主制度,否定苏维埃体制的合理性,在政治斗争中从无原则妥协走向投降主义,凡此种种,都是导致戈尔巴乔夫苏维埃体制改革失败的重要因素。
Abstract:
Gorbachev＇s Soviet system reform experienced complex evolutions：from the Supreme Soviet system to the people＇s Congress system,and then introduced the presidential system,then turned to carrying out the president cabinet system within a very short time.In this process,Gorbachev gradually embarked on a road of no return：from perfecting the Soviet system to abandoning the Soviet system.Important reasons for resulting in the failure of Gorbachev＇s Soviet system reform are as follows：not mature opportunity of political system reform,thoughtless attitude towards reforming the Soviet system,contempt for the Constitution and laws,bringing about the collapse of the Soviet Communist Party,fully agreeing with the Western parliamentary democratic system,negating rationality of the Soviet system,moving towards capitulationism from the unprincipled compromise in the political struggle,etc.
